Part of it is rather media's rhetorics. Although you notice, German media is not very amused about needing to admit this has been a terroristic attack. It has taken a long time until they couldn't deny it anymore that it had been one that they've used these terms.
That people get impressed at all and now want to do that stunt "oh, I'm so scared to go on a Christmas market - but I won't let anyone take that joy away from me!!", I can't understand it. Sounds to me like the same hysteria and rhetorics on Twitter like after the few assaults in France. A little bit of over-dramatic and trying to catch personal attention for themselves, those who voice that.
