Actually it's called "Trance" what this piece fits into.
There was quite a lot of this going round, it came from all over Europe.
These days this kind of music has nearly died out; there still are some pieces which still follow this frame, but it's not exactly the same. Mostly the state of the sound differs from the old releases. Too much overmodulation. (Comparison: Old trance releases you could tune as loud as to entertain a whole street, your ears didn't hurt; newer releases you can listen to under headphones and after that you're like you killed a few brain-cells. High risk for headache.)

Speaking about old releases and new, I assume you don't know: This piece is from 1999. (That's at least what discogs says when the record was released.)
