Ehhh, this might work for nations other than the US. It doesn't matter how well armed the population is if your government has the largest number of kill drones, chemical warfare, and nukes than any other nation.
A few million rifles won't do a damn thing to a few jets dropping Agent Orange onto your population. An armed revolution only works if the government you're fighting doesn't have better weapons.
