Is it just me or has there really been a technical downgrade between the original Silent Hill series (I-IV) and the later installments, although for V there's been the hike-up to the next-generation consoles?

Now 1 was standard. But 2 - they're still not back where 2 was in story or technical.

You'd think in a decade that the animation would improve.

We really need a new Silent Hill game and it broke my heart when Silent Hills was cancelled. THAT showed they were finally on the technological edge that 2 once led. Because THIS was made in 2014.
