Isn't that also corruption if incentives get used up just only for the sake because they're granted until a certain date?

Yes.

But when people use up budgets because if they don't, next year they won't get so much money, then that is a problem with the system. People feel they need to grasp at, and keep, whatever they've got, because of the perception of scarcity.

So the people who do this are responding to the corporate superstructure.
