That childen can get sick from children's TV one can understand when looking at it yourself.
Too much information is thrown at them all at once, quick cuts and quick flow, even in advertising, drive you to an epileptic seizure yourself - even as an adult you think like getting mad or it blows a fuse in your head every minute.
So how should a brain which is still in development react to a constant consumption of this overflow of stimulus other than with developing malfunction if you already think like getting insane, after five minutes?

If you watch TV as a growing creature, the same process happens, but it is a reduced environment to learn. The reason is TV only delivers visuals and it only delivers audio. Remote control perhaps can also be seen as something for the sense to feel, but it already is far from a logical association to the things you see and hear. (Taking the example of the grass, it would mean you see and you hear the natural sound of grass through the television, but what you possibly touch is no grass, it's the remote control made of plastic. Also, you don't walk or lie on grass, you sit calmly on a couch. Add eating something, the smells and tastes are something completely different than the smell and taste of grass.) If a child who doesn't know all this takes these impressions in, they link in his brain, but the impressions logically don't suit together. In other words, they already need correction.
What this professor (or whatever he actually was) tried to say by facts was if humans learn to get to know their environment that wrong already in their first days and layers over layers of other wrong learning shovel themselves over that, there's no miracle that youngsters are that dumb as they're assumed to be.
It's not their basic intelligence, partly it's even not their own fault.
It's the things that got put into them, the things they spend their time with. What you spend your time with, that is what you become.
If that is getting urged to play with a computer, if that is watching TV because parents don't care or think "my child needs to have it because he should not be an outcast in school", then they shouldn't become wondering why he can't graduate when he's 16 or why he is unable to find an apprenticeship.
Same goes for computers or violent and rude behavior at home.
