At least as you get to see it, in practice they better get rid of most of these sums and rather stock up the regular budget for each community and federal state, so that no-one in position feels the need to act impulsively and also so that larger projects which require even greater sums than those "random" incentives can be done as well as if one had all the time in the world. Obviously money would be there to enlarge the budgets. Also, for another fact, the sums don't nessecarily disappear in dark channels, in the hands of some local economy or building tycoons who has good contacts to the townhall.
