I think it is not done because of race discrimination but precisely to model the situation when people can blame them. I see it like that: they let a goat in a garden, the goat eats everything there and then is blamed for it.
It is the same with kids. They are brats and rude and loud. Not because they were born like this but because they are allowed to do it. Can you be mad at kids that are born and have all the potential to grow normal yet parents have zero discipline and we have lots of a-holes running around. But can you blame them?
