Well, at a bad time for broadcasting a thing, so that barely anyone sees the report, but just for alibi and that it causes minimal damage to the usual programm behind the scenes. Sometimes you can very openly recognize when the system left a gap for getting an alibi, sometimes it's not that easy and that's what makes it hard to read, hard to guess what you should do with that content. Also, you need to still it in the back of your mind: It's mass meda. And mass media acts as as mass media thinks it needs to act. Sell, sell, sell. You also don't know when something out of that scheme is being broadcasted and it actually has no deeper meaning or it's just there for getting other reports out of the big news shows.
Call it when you try to get the strategy of your enemy, but you can just do it by guessing. You have nobody which concretly tells you what exactly is their plan. What is it what takes place behind the curtains.
