During Cold War times, both sides practiced sports medicine with the aid of substances - one pushed the guilt over to the other fraction for needing to start with that; however, who had started it for real can't be really traced down anymore these days. What there is to say about it in general but is: It was always there since after WWII, piece by piece cases long in the past come out during the modern days, so you can think for yourself how the present may look like if regarding it through that pair of glasses. Today it's only less the slave to the nations which want to emphasize the superiority over other nations through that, today it's more the slave to pure commercialism. If the sports department is attractive enough in potential bargain, you can bet your ass on that it's gonna be contaminated with sports medicine that includes doping. Why? 'Cause there is so much to win, so much money to earn for those who lend and rent the marketing rights... In that point, partly you'll need the business from the Western areas of the world, but partly you won't that much. Within their own sphere, they are a money machine, but compared to others, meanwhile, due to being so much subject only for money-making, they may suck a lot because those have their own "quality requirements" in their spheres to make money.
