Toilet paper hoarding mystery solved?

Someone told me - and the person only heard that itself, but from two separate people independently - that there once was a woman on one of those trash-TV shows which said, when the money gets scarce at the end of the month, then she eats toilet paper dipped in milk, respectively chocolate milk, and seemingly there are some people out there for real which copy that behavior.

...Is that the reason why the toilet paper keeps disappearing from the shelves everywhere and why homogenized milk can be sold out too?
