If you ask me, not just in the subject of drugs, but many other social issues too, it feels like authorities have given up here. It costs way too much money to get one's own teens and twens back on track, if they've fallen through the cracks. Money that the state claims to not have. (How strange... They can buy weapons for Ukraine and support their coup attempts around the world, but it's too much demanded again if their people want anything from them.) The state even is too stingy to invest in simple quality school education for its own children to create its own "skilled workers"; rather they lure foreigners into the country who have already been educated and the costs paid by another country's budget.
