As far as what is known here about it until now, it doesn't look like any radical political minority group which is just on the lookout for a little experience of success. It's too targeted, avoiding larger material damage (only the cables were cut, nothing else was destroyed, e. g. nothing was burned or so) and requiring specific technical knowledge. - The radicalized political minority groups in the country here are all too dumb for actions like this. Or, like the Daesh, they seek dead people, and there would be much easier methods to produce some corpses than this.
And the large distance between the two spots were the specific cables were cut is too large to point at some two frustrated employees of Deutsche Bahn or so who sought to take revenge on their (former) employer. (These often also have no idea about how the technology they use for work works in detail.)
So... thinking it through with logic, it all smells like "secret service". It would only be a question of "Which one was it?".
