Weird: You cannot buy tabacco in online-shops due to national and EU-regulations for youth protection and advertising, but accessoires and attachments such as cigarette filter tubes and tube filling machines are free of checks for your age and the advertising prohibition.

Further weirdness: marijuana is illegal where I live, but you can purchase bongs in local stores and gas stations.

Hm, I don't know if a bong and a water pipe are the same, but at least I guess you could smoke both with latter one.
